Ensuring Quality Teaching

Principals can engage in a number of strategies to maximize the effectiveness of their teachers. The first strategy is to adopt and support an evidence-based model for quality teaching (pedagogy). This model should maximize the time students are engaged, be competency based, and result in student success. The second strategy is to adopt and support an evidence-based, coherent instructional framework for student curriculum, instructional strategies, and assessments. A coherent program coordinates the framework within and across grade levels. It drives professional development, teacher evaluation, and resource decisions. The third strategy is to build a culture of inquiry that is data driven. Effective principals encourage teachers to use data by: (a) advocating and modeling its use in decision making, (b) establishing an environment in which data are used constructively in a non-threatening manner, (c) providing training to teachers in asking questions and using data, and (d) ensuring that the data are high quality, relevant, and accessible.

Teachers contribute to student achievement. As a practice, teacher evaluation has developed over time. Today, the focus of teacher evaluation is to determine the impact of teaching on student outcomes and for use as professional development. Research on teacher evaluation has produced mixed results. Teacher Coaching Overview

Coaching teachers is an established professional development practice in schools and has been a focus of research (Wood, Goodnight, Bethune, Preston, & Cleaver, 2016). Teacher coaching is a method of professional development that incorporates providing feedback and support, often through modeling of a focused practice and classroom observations followed by reflection conversations (Raney & Robbins, 1989; Wesley & Buysse, 2006). The goal is to change teacher behavior with the ultimate goal of improving student achievement.

The purpose of this overview is to provide information about teacher coaching as it is used in schools, the research that examines this practice as a method of teacher professional development, and its impact on student outcomes.

Coaching side by side: One-on-one collaboration creates caring, connected teachers

This article describes a school district administrator's research on optimal coaching experiences for classroom teachers. This research was done with the intent of gaining a better understanding of how coaching affects student learning. The author defines coaching as the assistance given to a teacher to improve on teaching practices in order to improve student learning. Considering types of coaching models implemented across the United States, the author's inquiry was based on three questions: (1) Is there a difference in student achievement between teachers who are coached and those who aren't?; (2) What is coaching like for teachers, and why does coaching make a difference?; and (3) What coaching model is best and why? The study found five important attributes that should be embedded in all coaching experiences. The coach needs: (1) people skills and a good working relationship with the teacher; (2) to focus on the personal development of each teacher versus rote implementation of programs; (3) time to be available to each teacher; (4) the ability to help teachers understand the use of data to plan instruction; and (5) to focus the coaching work in each school in a side-by-side setting.

The Impact of High-Stakes Tests on Student Academic Performance

The purpose of this study is to assess whether academic achievement in fact increases after the introduction of high-stakes tests. The first objective of this study is to assess whether academic achievement has improved since the introduction of high-stakes testing policies in the 27 states with the highest stakes written into their grade 1-8 testing policies.

Instructional Coaching: Professional development strategies that improve instruction

Two key strategies are central to the Annenberg Institute's work on professional development systems: professional learning communities (small groups of teachers, administrators, community members, and others who work together to improve professional practice); and instructional coaching (school-based, educator-led professional learning for groups of teachers in specific content areas). This package includes two publications describing these strategies and what we have learned about using them effectively.

Achieving Equitable Accessing to Strong Teachers: A Guide for District Leaders

The purpose of this guide is to help district leaders take on the challenge of ensuring that students have equitable access to excellent teachers. It shares some early lessons the Education Trust has learned from districts about the levers available to prioritize low-income students and students of color in teacher quality initiatives. The guide outlines a seven-stage process that can help leaders define their own challenges, explore underlying causes, and develop strategies to ensure all schools and students have equitable access to effective teachers.

School Improvement Grants: Implementation and Effectiveness

The Institute of Education Sciences (IES) recently released a summary report of the impact of School Improvement Grants (SIG). The American Recovery and Reinvestment Act of 2009 provided states and school districts with $3 Billion for SIG. By accepting SIG grants states agreed to implement one of four interventions to improve the lowest performing schools: transformation, turnaround, restart, or closure. The goals of SIG were to improve practices in four main areas: (1) adopting comprehensive instructional reform strategies, (2) developing and increasing teacher and principal effectiveness, (3) increasing learning time and creating community-oriented schools, and (4) having operational flexibility and receiving support. The report finds minimal positive effects from the grants and no evidence that SIG had significant impacts on math and reading scores, graduation rates, or increased college enrollment.

Teacher Observation. Education Endowment Foundation

Research strongly suggests that feedback obtained through direct observations of performance can be a powerful tool for improving teacher’s skills. This study examines a peer teacher observation method used in England. The study found no evidence that Teacher Observation improved student language and math scores.

Education Equality in America Comparing the Achievement Gap Across School and Cities

Education Cities and GreatSchools have together launched the Education Equality Index in an attempt to answer "how does the U.S. fare in our effort to provide equal opportunity to all children?" question. The Education Equality Index is the first national comparative measure of the achievement gap between children growing up in low-income communities and their more advantaged peers.

Does the Match Matter? Exploring Whether Student Teaching Experiences Affect Teacher Effectiveness

This descriptive study examines the relationship between student teaching experiences and a teacher’s future effectiveness on the job. The primary finding is that teachers are more effective when the student demographics of their current schools are similar to the student demographics of the schools in which they did their student teaching. This study suggests that further experimental research be conducted to determine if the data hold up. If they do, the implication is that, in recruiting new teachers, school principals would be well served by choosing candidates whose student teaching experiences were in schools whose demographics match those of their own schools. Teacher preparation programs can also assist by assessing candidates’ preferences for where they plan on working and match student teaching placements to schools with similar demographics where new teachers are likely to be employed.

The Value of Smarter Teachers: International Evidence on Teacher Cognitive Skills and Student Performance

This new research addresses a number of critical questions:  Are a teacher’s cognitive skills a good predictor of teacher quality? This study examines the student achievement of 36 developed countries in the context of teacher cognitive skills. This study finds substantial differences in teacher cognitive skills across countries that are strongly related to student performance.

No, The Sky is Not Falling: Interpreting the Latest SAT Scores

The College board was recently released SAT scores for the high school graduating class of 2015. Both math and reading scores declined from 2014, continuing a steady downward trend that has been in place for the past decade. Pundits of contrasting political stripes seized on the scores to bolster their political agendas. Petrilli argued that falling SAT scores show that high schools needs more reform. For Burris, the declining scores were evidence of the failure of policies her organization opposes. Promoting Educator Effectiveness: The Effects of Two Key Strategies

The National Center for Education Evaluation, a division of the Institute of Education Sciences has released a new research brief that evaluated two strategies for improving educator effectiveness as measured by improvements in student outcomes.  The two strategies evaluated were performance feedback to educators about several dimensions of their performance for a period of two years and a pay-for-performance system that was in place for four years.  In the performance feedback project teachers were given feedback four times per year on their classroom practices and principals received feedback two times per year.  The impact on student outcomes were small. The pay-for-performance study teachers were eligible for performance bonuses based on their ratings across multiple dimensions of their performance.  The students in the pay-for-performance schools outperformed the students in the control group schools in both math and reading. The overall benefit of the gains by the students in the pay-for-performance schools was estimated to be 3-4 weeks.  Again, this is a relatively small impact. It was noted that the quality of implementation may have reduced the impact of the two projects.

This paper enters debate about how U.S. schools might address long-standing disparities in educational and economic opportunities while improving the educational outcomes for all students. with a vision and an argument for realizing that vision, based on lessons learned from 60 years of education research and reform efforts. The central points covered draw on a much more extensive treatment of these issues published in 2015. The aim is to spark fruitful discussion among educators, policymakers, and researchers.

Characteristics of Public Elementary and Secondary School Principals in the United States: Results From the 2015-16 National Teacher and Principal Survey First Look

The National Teacher and Principal Survey is completed every four years soliciting descriptive information from principals and teachers across the 50 states. One of the follow-up reports tracks information specifically on traditional public and charter school principals across various school and student characteristics (e.g. number of principals, age, advance degrees, salaries, hours worked, focus of work, experience and tenure at current schools, etc.). A few highlights include: Sixty percent of school principals have been at their schools for three years or less. The higher the percent of a school’s students qualifying for free- or reduced-price lunches, the shorter the tenure of the school’s principal. Charter school principals are paid less than those in traditional public school; they have a lower percentage of advanced college degrees; they are younger; and they have more control over standards, curriculum, and professional development.

Independent Teacher Education Programs: Apocryphal Claims, Illusory Evidence

This policy brief surveys historical and contemporary trends in teacher preparation, and explores what is known about the quality of five of the most prominent independent teacher education programs in the U.S., including their impact on teacher quality and student learning. This book is written by Tom Gilbert who is one of the most influential theorists in building a science of performance management.
