Backlash and brouhaha followed. Aggrieved whole-language program proprietors complained bitterly that their wares couldn&#8217;t be purchased with Reading First funds. The OIG launched a witch hunt against program director Christopher Doherty, falsely claiming that he was improperly favoring particular publishers.
